About Us

No Cap Fund is dedicated to uncapping the U.S. House of Representatives and building trust in political institutions. 

In the early days of the United States, the 1st Congress proposed an amendment known as "Article the First," aiming to establish a specific person-to-Representative ratio. Although not ratified due to a bug in its code, Congress historically expanded the House of Representatives with each census until 1920. 

Following the 1920 Census, Congress passed the Permanent Apportionment Act of 1929. This act imposed a cap of 435 Representatives, a number set in 1911. Despite subsequent societal shifts, including the enfranchisement of women, Native Americans, and Black Southerners, and a tripling of the population, Congress has neglected its duty to adjust representation. This has led to a significant dilution in the power of the American people to have a voice in their federal government. It has also led Congress to delegate most of its authority to a vast administrative state, also known as the 4th branch of government. By expanding the size of the House, we expand the power of the People, and their oversight of their tax dollars.

The No Cap Fund seeks to address this issue in a nonpartisan manner, aligning with our founding principles, and advocating for the expansion of the House of Representatives.

Our Team

Landon Glover

Landon is a law student at the University of Colorado Boulder with previous entrepreneurial and political experience. Landon’s interest in the size of the House started as intellectual curiosity and quickly turned into a dedicated project when he started the @uncapthehouse Twitter and subreddit in 2020. Since then, the pages accumulated thousands of followers. He cofounded the No Cap Fund to take the effort to uncap the House to the next level and accomplish the stated goal of uncapping the House by 2029, the 100-year anniversary of the cap on the House.

Walter D. Clapp

Walter is an entrepreneur, attorney, and inventor. Walter first learned about our lack of Representation and the failed First Amendment while Clerking for the U.S. Senate in his last year of law school. Walter believes, as did George Washington, that freedom of speech is meaningless unless it can be used to elect good and adequate Representation in our House. Until we achieve the goal of uncapping the House and getting good and adequate Representation, Walter will not stop raising money and speaking on this singular issue. Jeff Mayhugh

Jeff Mayhugh is a Christian, husband, and father of five. After building a small business and A family Jeff decided to dig into history. He discovered the problem of the capped house, and he decided to get involved, volunteering for local campaigns and running for office.
